Reproducible builds

This build sanitizes the timestamps on the binaries included in the layer zip.

This makes it easier to work with reproducible build systems such as bazel. The hash of the layer zip will not change if the contents of the zip are the same. This way if you generate a build on Monday and then generate another build on Tuesday, if the clamav binaries are identical you won't get a spurious diff due to timestamps on the files.
