Improve active icon states in utility bar

Description

The active and inactive states of the icons are not shown at the moment. For example, if Layers is toggled on, the state of the layer icon should be lit / active and vice versa. All the other icons that does not represent a toggle on/off icon should remain as it is at the moment - only showing a temporary hover state.



Acceptance criteria

• When clicking on icons that represent a “toggle like action” such as layers on/off, minimap on/off, labels on/off, etc. Should indicate the active inactive state of the current selection.
• For the minimap icon “cell”, in adition to the above, the squared background highlight should be removed and its active/inactive state represented only by the icon colour.
