remove a todo from the readme! add links and quelpa install suggestions make a C-c RET keybinding for insert-heading and add def advice to keep symmetric heading = prefix/suffix

Thanks for providing this package! I use it every day to edit zim desktop wiki files.
I added defadvice to promote, demote, and insert hoping to match the number
=at the start and end. But the kludge requires(outline-back-to-heading)from outline-magic.I also added quelpa/use-package install instructions to the readme to highlight
outline-magic.If it's something you'd think of incorporating, you might want to change the:repobit to match here.
