Add troubleshooting section on regenerating CAs

Description

This describes the "offline" version of the process. While this can be done in multiple passes with less downtime but much more complexity and work, let's start with the supposedly "simplest" alternative.

Type of change

• Bug fix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to not work as expected)
• Documentation update

• Manual test

Checklist:
