Bump duckdb to 0.10.3

Problem

The target should probably support this before 1.0.0.

Just bump to the next patch version.

Ah we had some issues with 0.10.3 in dbt-duckdb, I wasn't sure we were going to support it here

Going to open a new PR to bump to 1.0.0. We needed to skip 0.10.3 unfortunately (see PR). Thanks @edgarrmondragon !
