Fix broken CONTRIBUTING.md link and update Table of Contents in README.md and docs/README.md.

  • Links:
    • Update CONTRIBUTING.md link to absolute URL in README.md and docs/README.md.
  • Table of Contents:
    • Add "Call for Contributors!" and "DevFest.AI October 2024" sections to TOC in README.md and docs/README.md.
