It seems these relatively important configuration options aren't being picked up when making a new .deb.

Ahh, so this is used to set the default maintainer field in the deb?

Tested:

% [email protected] DEBFULLNAME="Jordan Sissel" ruby bin/fpm -s dir -t deb -n foo ~/.zshrc
...
Created /home/jls/projects/fpm/foo_1.0_amd64.deb
% dpkg --info foo_1.0_amd64.deb | grep Maint
 Maintainer: Jordan Sissel <[email protected]>

Also worth noting -

If DEBEMAIL and DEBFULLNAME are not set, the default maintainer is still <$user@$hostname>
