Deleted petitions should redirect to an appropriate page for both the view and edit links.

Steps to Reproduce:

  1. Create new petition (https://jonogon.org/petitions/xyz).
  2. Delete the petition.
  3. Go to the deleted petition's edit page at https://jonogon.org/petitions/xyz/edit.
  4. Make changes and click "Save."
  5. Error: Application error: a server-side exception has occurred (see the server logs for more information). Digest: 3440236034.
