Build to Cloudsmith

This is the first release of testplugin_pi to use automated build and delivery to cloudsmith in a format that will allow plugin manager to install and control the plugin. This version uses circleci for all builds except windows which is done in appveyor. Raspbian builds are done in circleci, but can be done in travis if needed
