Issue

Using osctrl v0.1.4, when running an on-demand query or carving a file that will have as target all environments or platforms, the target isn't set and there are no targets selected.

Steps to reproduce

1 - Login to the admin console
2 - Go to Run Query or Carve File
3 - Select all environments or all platforms as target, and submit it with any query or file.

Expected result: The on-demand query or carve will run for all environments or platforms.
Actual result: No target is selected, therefore the query or carve fails to get delivered to any target.
