Refresh plugin November 2023

• Build on recent JDK versions and update Jenkinsfile more close to archetype (https://github.com/jenkinsci/archetypes/blob/master/common-files/Jenkinsfile)
• Use versions from bom when possible (some where moved to bom some weeks/month ago)
• Build on supported jenkins and bom version (https://www.jenkins.io/doc/developer/plugin-development/choosing-jenkins-baseline/)
