Additional justification for this change includes:
- 2.440.3 is a version recommended by choosing a Jenkins version
- 2.440.3 or newer is over 50% of the installations of the most recent release of the plugin
- 2.440.3 or newer encourages users to avoid the critical vulnerabilities that have been reported in earlier versions of Jenkins
