Test git plugin with matrix project upgraded to 838.v4d7b_7b_f9b_d4b_

PR-1664 is the pull request that proposes the upgrade.

PR-1627 provides more details about the conditions that forced the matrix project version to be managed in the git plugin pom file instead of relying on the plugin BOM.

Testing done

Confirmed that simple tests pass.

about the conditions that forced the matrix project version to be managed

Declarative Pipeline tests report that the git plugin fails to start in tests on 2.440.x, 2.452.x, and 2.462.x when this dependency upgrade is included in the git plugin. Rejected pull request:
