Where is my annotation.html.j2 file?

Read the anotation.md and strangely enough the annotation folder was empty at the location described. ie, no annotation.html.j2 in it. I found one at a different location, edited the annotation.html.j2 for no image but did not get the desired results. I am now confused as where the correct file could be if it is not in the directory indicated? What am I doing wrong?

Apparently the working settings.yml and annotation settings html are in two different locations. One in home/pi/config and the other in home/pi/raspberry-noaa-v2/config.
