improve pom

- add `inceptionYear` element, and use it in `copyright bottom`
- add missing version declaration for `maven-gpg-plugin`
  more stable build and fix related warning message
- add `maven-enforcer-plugin`
  more straightforward error message when `maven`/`java` version is not satisfied
