RDS's DescribeAccountAttributes call provides not only account quotas/limits, but also current usage.

This could greatly simplify querying usage for RDS, and eliminate the needs for manual limit updates.

This is blocked on support in boto - boto/boto#3409

I've submitted boto/boto#3410 upstream to fix this. Issue blocked until then.
