CONTRIBUTING.md

Usual stuff:

  • How report bugs, FRS, etc.
  • How to set up dev env
  • How to make a PR
  • How to write docs
  • How to add / update translations

NB: I don't want to add any "code of conduct" style stuff, I don't want to impose my social mores (or those of others) on users or developers. And laws exist.
