Quick thoughts:

1. check what is the max length of URL accepted by github
   • based on the length that was linkified above, I'd say its 2704, so setting limit at 1999 sounds sensible
2. Ensure link in https://github.com/ipfs-shipyard/ipfs-desktop/blob/v0.12.2/src/dialogs/errors.js#L75 is shorter
   • .substring(0, 1999) on final URL should do the trick
