chore(github actions): update action versions, wrap codecov with retry

Description

Codecov continues to have transient failures, causing timeout and workflow failures

This updates all of the actions that I know have version bumps, but more importantly all the code coverage uploads are wrapped with the retry action which has proven to work so far
