* increase itsdangerous and use invenio-base for jws now exclusively since invenio-base has been upgraded to >=2.0.0
* but the tests are using the _get_new_csrf_token directly too and then a byte value is returned which is wrong
* there was a refactoring done in werkzeug see pallets/werkzeug#2637
