What Changed

Change the graphql query to look for commits from a user before what the changelog is calculating.

Why

• Fixes issue where you're pushing to your own repo without any PRs and auto keeps thanking you
• Fixes thanking new contributors for prereleases
• Fixes thanking new contributors in prereleases when merging into master

closes #1035
