  1. [SYCL][CUDA] Triage and clean LIT 

    Fix some lit tests failing for CUDA by providing the -fsycl-targets
parameter.

Mark LIT tests failing due to features unsupported by CUDA as
UNSUPPORTED instead of XFAIL.
