add methods to support teams and team_repos CRUD ops for enterprise

• Address GitHub Enterprise provider compatibility #404 Github_team - Error: Provider produced inconsistent result after apply #434
• Opening this PR more as a way to open the discussion around how to approach the incompatibility with the Enterprise API users are experiencing

Looks like recent updates to the branch protection plumbing has added conflicts to this PR. I've got this queued to address this week, but welcome anyone else jumping in to remove conflicts.

Ran out of credits to test this. Will pick this back up next release when the GHES test suite is available.
