Implement four-eyes principle for the web UI's file promotion view

In this ticket, the configuration server's web UI should be extend to be able to handle the four-eyes principle of configuration file promotion.
In case the related setting is enabled, the UI should show the users which modified a specific file and should prevent the user from promoting files which have been modified by the user itself.
