Table options do not work

I was experimenting with tables this morning, and found just about every configurable table option is broken:

• Rearranging table columns by dragging (Table options column re-ordering is broken #12743)
• Hiding table columns, saving a cell, then editing the cell
• Decimal places setting
• Toggling sort order
• The frozen first column setting
• We guess whether columns are numeric or not, and we frequently guess wrong (ui: table view sorts lexicographically when it should sort numerically #13526, ui: table view uses wrong heuristics to decide text or number for strings containing hex values #13592, we should use the Flux datatype annotation to do this)
• Cell threshold coloring
• Issues displaying multiple yields (ui: query with multiple yields, cannot choose which yield to view as table #13553)

I think the fundamentals of the table implementation need to be revisited. I would also like us to consider any table changes we make w.r.t. the "View Raw Data" feature and the Event Viewer.
