add niet-bejaagd spatial layer for WBE maps

@SanderDevisscher could you point me where to find the spatial data for the niet-bejaagd regions?

I could create the map with the new data

• Do you want to keep the yellow/brown colors or prefer another palette?
• Can you check the colored regions in the plot: whether they are not switched (e.g. niet-aangesloten colored as aangesloten) - I had to do some data manipulation.
• Do you agree with the labels in the legend?

NOTE: I had to introduce git lfs for the spatialdata files as the one for WBE has size > 100Mb exceeding git's limit.
