Implement remote control submodule changes.

This PR implements the changes in the Single desktop UI PR in the RemoteControl library.

Other Changes:

• Fixed target framework in publish profiles.
• Made publish locations agnostic of runtime versions, so I don't have to keep updating them.
• Changed "Win10" RIDs to "Win" and updated file paths to match.
• Fixed notification when chat is closed from the browser side (the message was missing).
