Description

Needed a way to configure validation_query_timeout in dbconfig.xml.

Steps to Reproduce

N/A as it's not an issue but a feature request.

Expected behavior: [What you expect to happen]

I need to have the corresponding field of dbconfig.xml filled in with a configurable value.

Actual behavior: [What actually happens]

There's no value provided and with MySQL, JIRA complains on startup about not following their standards.
