A brief description of the changes:

Current behavior: Currently, for members who are added after an FAA application has been determined and an APTC enrollment has been purchased, these members do not exist in any tax household or tax household enrollment. As a result, the 1095-A form is not generated for these dependents.

New behavior: A migration has been added to create tax household and tax household enrollment records for the missing enrollment members.
