Motivation

The Conda solver in our containers is dated and perhaps why it is slow. Attempt to modernize it.

Design

Update moose-dev.def:

-    MINIFORGE_VERSION=23.3.1-1
+    MINIFORGE_VERSION=25.1.0

Impact

An updated Conda instance
