These backports will partially fix the JVMTI synchronization gaps
seen in the below issues.

The backports also move the new VirtualThread states, introduced
in JDK22, to JDK21. This PR will depend on eclipse-openj9/openj9#18421
for supporting the new VirtualThread states.
