Support Custom Instance Tags

Description

EC2 instances started by datatools are currently tagged, but the user has no control as to what those tags should be this PR adds support for defining these tags.

New (optional) server.yml entries:

  deployment:
    ec2:
      tag_key: key-name
      tag_value: value-name
