What does this PR do?

This adds Whisper inference support to optimum-graphcore.
At this stage, support is provided as proof-of-concept only.
A Jupyter Notebook demonstrates how to use Whisper on some audio data, based on the example on the original HF Whisper README page.
In principle, larger versions of model can be accommodated (see the model_size variable in the notebook).

Before submitting

  • This PR fixes a typo or improves the docs (you can dismiss the other checks if that's the case).
  • Did you make sure to update the documentation with your changes?
  • Did you write any new necessary tests?
