Submodules now have subdirectories. Top-level exports now live in the project root.

Submodules now have subdirectories. Top-level exports now live in the project root. In particular
serve_dirandrouteno longer live underserver/; I found this quite unintuitive and this would make that a bit easier to reason about. Thanks!
