Could mean any and all of these things:

Review cases where listed references are actually samples
Review cases where listed samples are actually references
Review samples that don't currently refer to a track, and add tracks wherever possible
Write a more concrete definition or guideline for differentiating samples and references

Or, in summary, with no particular wording, "fix the goddamn samples".
