ci: Hide noisy "Unchanged files with check annotations"

I'm not suer this fixes, but please try. And revert if this doesn't work

This PR attempts to remove noisy "Unchanged files with check annotations" in PRs.
That annotations are generated during push to main branch, but not useful since eslint-disable-next-line are ignored somehow 🤷‍♂️

Ref. actions/setup-node#72

The author should do the following, if applicable

• Add tests
• Run tests
• bun run format:fix && bun run lint:fix to format the code
• Add TSDoc/JSDoc to document the code
