Proposed change

Changes the radar frame interval to match the source data.

RC Testing this bump to 0.5.27 as part of 2023.2.0b7 and it works for my geo location. finding no problems with the update.

Very timely given changes to weather radar layers are now available at a 6-minute interval as part of the MSC GeoMet 2.22 API release by Environment Canada on January 30th. Many thanks to @michaeldavie, @frenck and @balloob for being so on the ball and keeping current with the EC Datamart and API changes by Environment Canada. 24-hour turnaround is very impressive.
