Handle Shelly BLE errors during connect and disconnect

Proposed change

Handle errors when we start or stop the scanner when connecting to the device or during HA shutdown:

• During connection - mark the device unavailable so it will be reloaded.
• During shutdown - suppress the error and log as debug
