feat: migrate ordinals api to ordhook repo

This PR migrates the complete Ordinals API code to a subdirectory inside ordhook, since it now does not have its own postgres DB and reads directly from the ordhook index DB.

Once this is merged, the Ordinals API repo will be archived and discontinued. All open issues for it will be moved to this repo.
