Modified the content and title a bit to pivot this proposal to an extension of HIP 25 : Validators. This HIP will involve discussion around validator staking, overstaking, and slashing, as well as potential for gateway owners to delegate "retail" (non-validator operator) stake to pool operators.

@cvolkernick I'd personally prefer closing out 23 and submitting this as a whole new HIP, or possibly just a set of changes to HIP25 #111 – what do you think? |

Fair enough, would like to hear how helium team proposes extending their implementation of HIP 25 re: staking/overstaking/slashing/delegating etc. Would this fall into a similar category as HIP 19 (amendments)? |

Closing per my feedback in Feb in favor of submitting this as "Validators v2", or an amendment to #110 (HIP25: Validators) |
