This PR replaces #6030
The detailed description there mostly still applies. This PR builds on recent commits in #6109
I believe this PR addresses the concerns expressed in review comments on the original PR, with the exception of some formatting notes from @danielkec about oddly-split lines. If not split those lines are too long.
