[Docs] update reference consul-helm url to consul-k8s

Description

This pull request updates the references to the consul helm chart from https://github.com/hashicorp/consul-helm to https://github.com/hashicorp/consul-k8s. Consul-helm is archived and should no longer be referenced in the docs.
