Allow injector network policy not only for OpenShift #646

Injector NetwokPolicy can be enabled when running not in OpenShift and
without global.enabled set to true.

For example EKS with NetworkPolicy turned on but vault server hosted
outside kubernetes cluster.

Hey, I have not found in CONTRIBUTING file anything about Jira requirements. Can you please guide me how to fix this failing test?

All checks passed ffter rebase on #644. Thanks ;-)
