--var-files has a bug where we don't honor it properly. Let's remove it from docs, to be enabled for 1.0.1.

Tweak the docs for some HCL2 changes: update remaining examples that still quoted
env/metakeys, removevar-filereference (until #9592 ships), and note that env/meta keys need to be valid identifiers.
