fix volume deregister -force params in API #8380

Fixes #8379

The CSI volume deregister -force flag was using the documented parameter
force everywhere except in the API, where it was incorrectly passing purge
as the query parameter.

Planned for release in 0.12.1. Correction: will be shipped in 0.12.0 GA
