Pick up the fix related to KVv2 error handling in hashicorp/consul-template#1253
Fixed dependencies related to
github.com/burntsushi/tomltogithub.aaakk.us.kg/burntsushi/tomlchange.This may conflict with #6075 . While this picks up some of the changes, the defaults consul-template behavior backward compatible until we pass config values explicitly.
