chore: The autoscaler overview could be improved to point out that the auto-scaler is a separate daemon

Proposal

While researching this discuss question I noticed that the auto-scaler overview implies, but does not directly state, that the auto-scaler runs as a separate daemon. This led the user to be confused that the auto-scaler agent configuration needed to be added to the Nomad agent configuration. The Auto-Scaler repo README is more direct about this. We should borrow some of that language and update the overview so that users aren't confused.
