Describe the bug
Comparison tool -> District Selection -> Neighborhood Council District

Scrolling to and selecting any Neighborhood Council District at or below Empowerment Congress North Area NDC causes the entire modal to shift up out of the viewport and prevents any further user interaction on the page. Searching for the NC with the searchbar and clicking it does not cause the bug. City Council Districts work fine.

To Reproduce
Steps to reproduce the behavior:

  1. Go to Comparison Tool
  2. Click on District Selection -> Add District
  3. Choose Neighborhood Council District
  4. Scroll down to Empowerment Congress North Area NDC or lower and make any selection.
  5. See bug and be forced to refresh page.
