Add guardian/etag-caching to list of projects maintained #4

guardian/etag-caching is a Scala library that can help reduce CPU & Network consumption for any service that polls S3 or HTTP resources. It also provides abstractions that can allow API-independence from AWS SDK version (ie S3-use not directly tied to AWS SDK v1 or v2).

It's already used by these projects:

Doing a quick search for S3-polling code at the Guardian, I can see there are plenty of other places where it could be used:

If merged, we need to add the @guardian/scala-guild GitHub team to the guardian/etag-caching repo as:

Yeah, tho' I love @mchv's enthusiasm! I did raise it at the last Scala Guild meeting, and intended to merge this PR if it received no objections over the course of the week - as a volunteer group, I don't want the Scala Guild to have to agree to maintain a library without getting a chance to object first! Should have mentioned that in this PR description.

Very happy to revert this PR if there any objections/questions from the guild that require further discussion.

I always enjoy Mariot's enthusiasm. I see no need to revert the PR unless the group have objections. It seems reasonable for us to look after this project - hopefully it doesn't take up much time.
