This includes running a local xDS server and backend servers, and data structures that match the actual resources that would be tracked by a real xDS server.
I also added support for the channel argument
grpc.TEST_ONLY_DO_NOT_USE_IN_PROD.xds_bootstrap_configso that test clients could connect to the local xDS server without messing around with environment variables.The single test in
test-core.tsis mainly there to test the basic functionality of this framework.
